COVID Canada Travel Requirements for Foreigners for 2022: This is the updated advisory for traveling passengers arriving in Canada. This is sourced from Philippine Airlines COVID travel advisories.
As you plan your business or pleasure trip to Canada, there are a few things you’ll need to take into consideration. In this article, we will outline the Canada travel requirements for foreigners and provide information on the COVID restrictions that are currently in place. Here is a checklist of what you’ll need to do in order to make your trip go as smoothly as possible.

Canada Travel Requirements per Philippine Airlines Advisory
Canada Travel Requirements: Allowed Travelers
- Canadian citizens (including dual citizens), people registered under the Indian Act, permanent residents of Canada, or protected persons (refugee status) are allowed to enter Canada.
- Fully vaccinated foreign nationals may be allowed enter Canada for discretionary travel.
- Foreign nationals who don’t qualify as fully vaccinated will only be allowed to enter in specific circumstances.
- With respect to air travel, as outlined in Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, all persons (even those fully vaccinated) must wear a mask at the screening checkpoint, during the boarding process, in flight, while deplaning, and in the customs and border processing area. This includes wearing a mask in the arrival testing area or when interacting with a public health or border services officer. Exceptions are in place for those who:
- are less than two years of age;
- are at least two years of age but less than six years of age who are unable to tolerate
- wearing a mask;
- provide a medical certificate certifying that they are unable to wear a mask for a
- medical reason;
- are unconscious; and
- are unable to remove their mask without assistance.
Canada Travel Requirements: Medical Documents
- Recognized Proof of Vaccination
- NOTE. A visual inspection may be conducted at the check-in counter if the PVC is prepared electronically (QR code generating)
- Very limited exemptions to vaccination will be allowed for travel within and out of Canada of which, passengers will be required to accomplish the following forms:
- Exemption Request Form due to Medical Inability
- Exemption Request Form due to Essential Medical Services or Treatment
- Exemption Request Form due to sincere religious beliefs
- Negative COVID-19 Test (RT-PCR) Result conducted within seventy-two (72) hours before the initial scheduled time of departure; or
- EXEMPTION: The following travelers are no longer required to present a Negative COVID-19 Test result:
- Unvaccinated children 5 – 11 years of age accompanied by a fully vaccinated parent or guardian
- All fully vaccinated travelers
- Effective February 28, 2022, at 12:01 a.m., travelers will now have the option to present a Negative COVID-19 Rapid Antigen Test Result or Negative Self-Administered Test (provided they are observed by an authorized entity, the results are verified, and the requirements noted above are followed) taken the day prior to their scheduled flight.
- EXEMPTION: The following travelers are no longer required to present a Negative COVID-19 Test result:
- Written or electronic documentation of a prior COVID positive test conducted between 11 – 180 days before the initially scheduled time of departure
Canada Travel Requirements: Travel Documents
- Registration and submission of travel and health documents to ArriveCAN (Mobile App or online form) seventy-two (72) hours prior to arriving in Canada
- PH Bureau of Immigration Declaration Form
- Travel and Health Insurance (check if you are required)
- Declaration Release and Waiver
- Federal Vaccination Mandate Form (for travelers departing Canada)
- For passengers whose COVID-19 test will be taken from any of PAL’s Partner Laboratories, please register to PAL Laboratory Partner e-CIF as early as 5 days before departure.
NOTE: All travelers bound for Canada are required to wear face masks as a safety precaution.
Quarantine Requirements
- Fully vaccinated travelers will be randomly selected for arrival testing, and won’t be required to quarantine while awaiting their test results.
- Unvaccinated children under twelve (12) years old, traveling with fully vaccinated adults, will continue to be exempt from quarantine, without any prescribed conditions limiting their activities; they no longer need to wait fourteen (14) days before attending school, camp or daycare.
- Unvaccinated travelers eligible to enter Canada will continue to be required to test on arrival, on Day 8 and quarantine for fourteen (14) days.
