Great news! Fully vaccinated Filipinos and foreign nationals coming to the Philippines starting May 30 are no longer required to produce a negative reverse transcription-polymerase chain reaction (RT-PCR) test when arriving in the country.
According to the updated IATF Travel Guidelines, inbound passengers are not required to have an RT-PCR test under IATF-EID Resolution 168 if they are 18 years old or older and have received at least one booster shot against the coronavirus disease 2019 (Covid-19).

COVID Travel Requirements to the Philippines for International Travelers as of April 6, 2022.
Travel Requirements to the Philippines: Antigen Test as Entry Requirement to the Philippines Allowed
The Philippine government announced on April 6, 2022, that the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has approved the use of antigen tests performed by health care professionals.
This is an alternative to either a 14-day quarantine or a reverse transcription-polymerase chain reaction (RT-PCR) test for inbound travelers.
The antigen test, according to Acting Presidential Spokesperson and Communications Secretary Martin Andanar, must be “administered and certified by a health care professional in a health care facility, laboratory, clinic, pharmacy, or other similar establishments from the country of origin of the traveler.”
Foreigners can enter the country under IATF-EID Resolution 165, which requires them to be fully vaccinated against the coronavirus disease 2019 (Covid-19) and to have adequate proof of vaccination.
They are also required to submit a negative reverse transcription-polymerase chain reaction (RT-PCR) test taken within 48 hours or a negative laboratory-based antigen test taken within 24 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel (excluding layovers).
The World Health Organization International Certificate of Vaccination and Prophylaxis, VaxCertPH, national or state digital certificate of the foreign country accepting VaxCertPH, and other proof of vaccination permitted by the IATF-EID are all acceptable Covid-19 vaccination documents.
The government has already permitted foreign visitors to enter the country without an entry exemption document (EED), as long as they follow the necessary visa requirements and immigration entry and departure formalities.
All foreign visitors must have passports that are valid for at least six months and return tickets to the port of origin or next port of destination not later than 30 days after arrival.

Travel Requirements to the Philippines Update: IATF Allows Negative Antigen Test for International Travelers
The Philippines announced an update on the travel requirements to the Philippines for foreign visitors and returning Filipinos might present a negative antigen test (laboratory-based) result upon their arrival in the country as of March 11, 2022.
The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) took the step amidst the country’s reduced Covid-19 restrictions in recent weeks.
Before this move, international travelers planning to visit the Philippines must first undergo and present a negative result from an RT-PCR test. Negative rapid antigen test results were not accepted previously.

In a recent update on the travel requirements to the Philippines, Filipinos returning from abroad will be subject to new entry, testing, and quarantine rules starting February 10, 2022.

Can I travel to the Philippines right now?
YES! Beginning February 1, 2022, Fully vaccinated arriving Filipinos and eligible foreigners, regardless of country of origin, shall no longer be required to observe mandatory facility-based quarantine upon arrival; but shall self-monitor for any sign or symptom of covid for 7 days, with the first day being the day of arrival; and shall be required to report to the local government unit of destination should any symptoms manifest.
IATF Resolution number 159
A. NEW ENTRY, TESTING & QUARANTINE PROTOCOLS for entry to the Philippines, effective from February 1, 2022:
1. FULLY-VACCINATED ARRIVING FILIPINOS AND ELIGIBLE FOREIGNERS, regardless of country of origin:
- Shall be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
- Shall no longer be required to observe mandatory facility-based quarantine upon arrival; but shall self-monitor for any sign or symptom of covid for 7 days, with the first day being the day of arrival; and shall be required to report to the local government unit of destination should any symptoms manifest.
- Must have any of the following proofs of vaccination against COVID-19 that are recognized under existing IATF regulations:
- World Health Organization International Certificate of Vaccination;
- VaxCertPH certification; or
- National/State digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement, unless otherwise accepted by the IATF
2. UNVACCINATED AND PARTIALLY-VACCINATED TRAVELERS, AS WELL AS THOSE WHOSE VACCINATION STATUS CANNOT BE VALIDATED:
- Shall be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
- Shall also be required to undergo facility-based quarantine until the release of negative RT-PCR test results to be taken on the 5th day of quarantine.
- Shall observe home quarantine until the 14th day from the day of arrival.
Their home quarantine will be monitored by the LGU of destination and their Barangay Health Emergency Response Teams.
3. NOTE for UNVACCINATED CHILDREN:
Children under 12 years of age who cannot be vaccinated shall follow the quarantine protocols of the parent/s or the accompanying adult/guardian traveling with them.
B. VISITS OF FOREIGN NATIONALS NOW ALLOWED UNDER CERTAIN CONDITIONS, effective from 10 February 2022:
4. Starting from 10 February 2022, FULLY-VACCINATED NATIONALS OF “NON-VISA REQUIRED COUNTRIES” shall be allowed to enter the Philippines, provided that:
- Their passports are valid for 6 months from time of arrival, and they hold return tickets to their country of origin or to their next destination;
- They must have any of the following proofs of vaccination against COVID-19 that are recognized under existing IATF regulations:
- World Health Organization International Certificate of Vaccination;
- VaxCertPH certification; or
- National/State digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement, unless otherwise accepted by the IATF

Effective January 16 to 31, 2022 per IATF 157 and IATF 157-B
Travel requirements to the Philippines: Passengers from outside the Philippines must follow strict new entrance and quarantine procedures in Bohol, Cebu, Clark, Davao, Laoag, Manila, and Subic mandated by the Philippine Government. COVID Travel Requirements to the Philippines Updated December 3, 2021.

The Philippines’ Inter-Agency Task Force (IATF) has revised arrival guidelines for the Travel requirements to the Philippines as part of efforts to prevent the spread of new COVID-19 variants.
The new requirements for testing and quarantine of travelers from YELLOW and GREEN list countries take effect today December 3, 2021:
1). For fully vaccinated eligible travelers:
- Negative RT-PCR test taken within 72 hours prior departure
- Facility based quarantine until release of negative results
- Swabbing on the 5th day (RT-PCR test) from day of arrival
- Home quarantine until 14th day from arrival
2). For eligible travelers who are unvaccinated, partially vaccinated or whose vaccination status cannot be independently validated:
- Negative RT-PCR test taken within 72 hours prior departure
- Facility based quarantine until release of negative results
- Swabbing on 7th day (RT-PCR test) from day of arrival
- Home quarantine until 14th day from arrival
Passengers (regardless of vaccination status) with no negative RT-PCR test-before-travel will be allowed to board their flights to the Philippines until December 5, 2021 11:59PM, but they will undergo facility-based quarantine upon arrival and 7th day swabbing.
Travel requirements to the Philippines: EFFECTIVE 12:01 December 6, 2021, those who fail to present a negative RT-PCR test-before-travel requirement will not be accepted on flights to the Philippines.
Minors traveling with their parents shall follow the testing and quarantine protocol of the parent/guardian with them, regardless of their vaccination status and country of origin.
GUIDELINES ON TRAVEL REQUIREMENTS TO THE PHILIPPINES FROM RED-LIST COUNTRIES REMAIN THE SAME:
- Inbound international travel shall not be allowed, regardless of vaccination status, except for Filipinos, coming from Red List countries/regions, or who have been to Red List countries/regions within the last 14 days prior to arrival to any port of the Philippines.
EXCEPTION FOR FILIPINOS
Only Filipinos returning to the Philippines via government-initiated or non-government-initiated repatriation and Bayanihan Flights may be allowed entry subject to the prevailing entry, testing, and quarantine protocols for Red List countries:
- Swabbing on 7th day (RT-PCR test) from day of arrival
- Release from facility upon completion of the mandated 10-day facility based quarantine and presentation of a negative RT-PCR result
Red List includes South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Eswatini and Mozambique, Austria, Czech Republic, Hungary, The Netherlands, Switzerland, Belgium and Italy.
ENTRY OF FOREIGN TOURISTS REMAIN SUSPENDED
The IATF has suspended the entry of fully vaccinated foreign tourists of non-visa required countries/regions from the Green List. Philippine Airlines operates flights to the following Green list countries/regions: Indonesia, Mainland China, Hong Kong, Taiwan, Japan, United Arab Emirates and Saudi Arabia.
PASSENGER OPTIONS
Should you wish to postpone travel, you may avail of any of the following options:
- Rebook to another flight with available space within 60 days after the original flight in the same booking class or higher within the same cabin class provided that the selected date is within the period of validity of the ticket no additional charge;
- Convert your ticket to a travel voucher equivalent to the unused net value and unused taxes of your ticket; or
- Refund the cost of your ticket, with refund service fees waived.

Travel Requirements to the Philippines – Updated May 14, 2021: All travelers coming from Oman and the United Arab Emirates (UAE) or those with travel history to these two countries within the last fourteen (14) days preceding arrival shall be prohibited from entering the Philippines beginning 0001H of May 15, 2021 until 2359H of May 31, 2021, upon the recommendation of the Department of Health and the Department of Foreign Affairs.
Passengers already in transit from the abovementioned countries and all those who have been to the same within 14 days immediately preceding arrival to the Philippines, who arrive before 0001H of May 15, 2021, shall not be subject to the above restriction, but shall nevertheless be required to undergo stricter quarantine and testing protocols, i.e. the observation of a fourteen-day facility-based quarantine period upon arrival, notwithstanding a negative Reverse Transcription – Polymerase Chain Reaction (RT-PCR) result.
Meanwhile, all existing travel restrictions for passengers coming from India, Pakistan, Nepal, Bangladesh and Sri Lanka are extended until 2359H of May 31, 2021.
The Department of Transportation should ensure that airlines are directed not to allow the boarding of passengers who are prohibited from entering the country pursuant to travel restrictions imposed by the Office of the President and IATF resolutions except if they are part of the repatriation efforts of the national government.
Travel Requirements to the Philippines – Updated May 8, 2021
The Philippines has extended the quarantine period for international arrivals to a total of 14 days as of May 7 to stem the spread of COVID-19. Permitted arrivals will have to undergo quarantine at centralized facilities for 10 days, before quarantining for four more days at their residence.
The country remains under Code Red Sublevel 2 on its code alert system, indicating ongoing local virus transmission with greater numbers of cases than the government can address, and community quarantine restrictions of varying levels remain in effect nationwide as of May 7.
The central government has ordered several localities to implement stricter protocols, termed the modified enhanced community quarantine (MECQ), through May 14. The areas include Metro Manila and the surrounding provinces of Bulacan, Cavite, Laguna, and Rizal; Santiago, Tuguegarao, and Zamboanga cities; and Abra, Ifugao, and Quirino provinces.
Under MECQ, key industries can work on-site with full capacity, while sectors like real estate and manufacturing of nonessential goods can operate with half their workforce. Some public transport vehicles can still operate for commuters who are allowed to leave their homes. Several businesses, like tourism sites and entertainment venues, have been instructed to suspend their operations. Nonessential mass gatherings are banned.
Additional localities will enforce the general community quarantine (GCQ), the third-strictest level of curbs, through May 31. Under GCQ, most workplaces and public places can operate, provided they adhere to social distancing protocols. Select facilities, such as agricultural businesses, supermarkets, and utility providers, can operate on-site at full capacity.
Public transport can operate at a reduced capacity with health protocols in place, such as maintaining social distance of 1 meter (3 feet) between passengers. Nonessential mass gatherings are banned, while religious services can take place, with attendees occupying up to 50 percent of the venue’s capacity. The central government has ordered GCQ rules through May 31 in the following localities:
- Luzon: Baguio and Puerto Princesa cities; Apayao, Batangas, Benguet, Cagayan, Isabela, Kalinga, Mountain, Nueva Vizcaya, and Quezon provinces
- Mindanao: Lanao del Sur Province and Davao and Iligan cities
The central government will continue to allow all other localities to enact the modified general community quarantine (MGCQ), the least severe level of rules, through May 31. Companies can work on-site, though at-risk employees must telecommute.
Officials are allowing establishments that are open to the public, such as food service businesses, to operate at 50 percent capacity. Public transport can operate with distancing controls in place. Mass gatherings may be held at half of the venue capacity. Universities can conduct on-site activities with health protocols, while other educational institutions remain closed, with limited exceptions.
Wearing both facemasks and face shields is compulsory across the country in public spaces. Residents aged 15-65 may leave their residences, though stricter rules are in place in several areas. At-risk groups cannot work on-site in the Philippines, with limited exceptions. Provincial and municipal authorities and healthcare professionals may appeal to the central government to either tighten or ease measures. Domestic routes between several cities operate with health protocols, such as compulsory use of facemasks.
Additional restrictions by local governments on top of the controls mandated by the central government are widespread across the Philippines. Metro Manila is enforcing a 22:00-04:00 nightly curfew. Cebu City is enacting a 23:00-05:00 nightly curfew. Local officials may enforce short-term movement restrictions, such as stay-home orders with limited exemptions, to facilitate the mass testing of residents.
Travel Restrictions: Foreign nationals who can enter the Philippines remain subject to certain requirements, such as having valid visas, pre-booking a quarantine facility, and undergoing reverse transcription-polymerase chain reaction (RT-PCR) tests upon arrival. The number of foreign nationals allowed to arrive in the Philippines via each port of entry is limited; foreign arrivals at Metro Manila’s Ninoy Aquino International Airport (MNL) are capped at 1,500 persons daily.
Several classes of foreign nationals may enter the Philippines. The groups include holders of most visas, such as investor visas and visas issued by state agencies, such as the Aurora Pacific Economic Zone and Freeport Authority and the Subic Bay Metropolitan Authority. However, visits for tourism purposes remain suspended. Diplomats and members of international organizations and their dependents who hold relevant visas, foreign spouses and children of Filipino citizens who are traveling with the Filipino nationals, and people in emergency or humanitarian situations can continue traveling to the Philippines.
Officials continue to ban the entry of all individuals with travel history in the past two weeks to Bangladesh, India, Pakistan, Nepal, or Sri Lanka through 23:59 May 14 due to concerns about COVID-19 variants. Individuals who are already in the Philippines and were in Bangladesh, Pakistan, Nepal, or Sri Lanka within the last two weeks are subject to a 14-day quarantine period at designated institutions. The government may extend or expand entry restrictions to travelers arriving from other countries in the coming days.

India Travel Ban
From April 29, 2021 to May 14, 2021, all travelers from India or those with travel history to India within the last 14 days before arrival, are prohibited from entering the Philippines.
However, all travelers who will arrive in the Philippines before April 29, 2021 may enter the country but are required to complete a 14-day quarantine period in an accredited quarantine facility, regardless of their swab test results.
Bangladesh, Pakistan, Nepal, and Sri Lanka Travel Ban
ALL travelers from Bangladesh, Pakistan, Nepal, and Sri Lanka are prohibited from entering the Philippines from May 7, 2021 to May 14, 2021. Those who arrive before May 7 may enter but must undergo a 14-day quarantine, regardless of their swab test results.
Filipinos and foreign passengers merely transitioning through India, Pakistan, Nepal, Sri Lanka, and Bangladesh shall be subject to the following rules:
All passengers, whether Filipinos or foreigners, merely transitioning through these counties shall not be deemed as having come from or having been to such countries, provided that they stayed in the airport the whole time and were not cleared for entry into these counties by their immigration authorities; and
Upon arrival in the Philippines, passengers covered by the immediately preceding paragraph need not complete a full 14-day facility-based quarantine but shall comply with existing testing and quarantine protocols of the national government.
All specimen from travelers coming from India, Pakistan, Nepal, Sri Lanka, and Bangladesh that turn positive upon testing shall undergo Whole Genome Sequencing. All close contacts must undergo facility-based quarantine for 14 days and contact tracing shall expand up to the 3rd generation contacts.

COVID Travel Requirements Arriving in the Philippines per Philippine Airlines
Due to the evolving COVID-19 situation, PAL and the Philippine Government have issued precautionary measures, mandatory protocols, and requirements for travelers. To ensure everyone’s health and safety, Philippine Airlines and its passengers shall strictly observe the following in all airport facilities and on board the aircraft:
- Mandatory wearing of face masks and face shields.
- Mandatory registration to Case Investigation Forms depending on the traveler’s type and port of entry (Manila, Cebu, Clark).
- Mandatory use of the Traze Mobile Application to generate and scan their QR code when entering in, boarding from, and upon arriving in all Philippine Airports starting November 28, 2020, as mandated by the Philippine Department of Transportation.
- Mandatory temperature checks, use of footbaths, and disinfection/sanitation facilities.
- Mandatory physical and social distancing and minimum contact at all times and in all places within the airport premises, and during all procedures, from check-in, boarding, inflight, disembarking to retrieving of check-in baggage.
- Mandatory public safety announcements before the closing of doors and during flight for cabin and health security protocols.
- Strict compliance with safety procedures on the handling of suspected/ill passengers on board, which include keeping the last three (3) seat rows of the plane vacant as isolation area for suspected ill passengers already on board.
- Regular sanitation and disinfection of all airline facilities and equipment, and in coordination with the airport authorities, all airport facilities and equipment, including lavatories, frequently touched surfaces, wheelchairs, trolleys, countertops, etc.; Daily first aid stocks available onboard the aircraft.
Philippine Airlines shall do its best to observe social distancing measures inside the aircraft, subject to space availability. Family members and individuals traveling together as part of the same household may still choose to be seated together.
