Roxas COVID-19 Health and Travel Requirements

Inbound Passengers

All persons bound for the Province of Capiz shall be required to submit the following requirements prior to boarding:

  • For Fully Vaccinated individuals, a valid and verifiable VaxCertPh vaccination certificate or a vaccination card issued by the Capiz Provincial Government
  •  If vaccination certificate or card cannot be presented, a Negative RT-PCR Test Result, conducted and issued by a molecular laboratory accredited by the DOH, from a sample taken not later than seventy-two (72) hours prior to the time of travel
  • Electronic or printed copy of the Travel Coordination Permit issued by S-PASS
  • Duly accomplished Health Declaration Form containing the name, address, contact number, and self-assessment of the inbound traveler

Protocols for Officials and Employees of National Government Agencies

All officials, personnel, and staff of National Government Agencies shall be allowed unimpeded travel to their places of destination and shall not be required to undergo mandatory testing or quarantine protocols, subject to the following conditions:

  • Presentation of a valid identification card issued by the national government agency
  • Submission of an original or certified true copy of a Travel Order or Travel Authority issued by the Department Secretary stating that the person has been ordered or authorized to enter or pass through the Province of Capiz. If the same is signed by a representative of the Department Secretary, a written delegation of such authority shall be required
  • Electronic or printed copy of the Travel Coordination Permit issued by S-PASS

For guests flying to Roxas, take note of these travel guidelines:

Please UPDATE your residence address through the Manage Booking section in the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.

Please present the following travel requirements to be accepted for flight:

For all inbound travelers (Locally Stranded Individuals (LSI), Authorized Persons Outside Residence (APOR), and Tourists)

  • Negative RT-PCR (swab) test result, issued by a DOH-accredited laboratory and conducted not later than seventy-two (72) hours before the time of travel
  • Travel Coordination Permit (TCP) from S-Pass. It should be fully approved and the date of TCP should match the actual date of travel.
  • Health Declaration (upon arrival)

Guests passing through are still required to secure an approved S-Pass and other travel requirements from point of entry and receiving province. All public and private establishments in Roxas require a VaxCertPH or a Vaccination Card before being allowed entry or to be served.

For Returning Overseas Filipinos (ROF)

Fully Vaccinated

  • Valid and authenticated vaccination certificate (i.e., VaxCertPH Digital Vaccination Certificate, International Certificate of Vaccination or Prophylaxis (ICV) issued by the Bureau of Quarantine or the World Health Organization, or the national digital certificate of the government of the country where they were vaccinated).
  • Travel Coordination Permit (TCP) from S-Pass. It should be fully approved and the date of TCP should match the actual date of travel.
  • Coordination Letter from PDRRMO for Acceptance

For guests coming from areas under Modified Enhanced Community Quarantine (MECQ) / Alert Level 5, note that the Province of Capiz is only accepting Authorized Persons Outside Residence (APOR).
