GUIDELINES ON THE PILOT IMPLEMENTATION OF ALERT LEVELS SYSTEM FOR COVID-19 RESPONSE IN THE NATIONAL CAPITAL REGION
The Inter-Agency Task Force (IATF) issues the Guidelines on the Pilot Implementation of Alert Levels System for COVID-19 Response in the National Capital Region as a new classification framework to further curb the spread of COVID-19 and its variants.
From December 01 to 15, 2021, NCR will be under Alert Level 2.
- As of October 08, 2021, the Guidelines on the Pilot Implementation of Alert Levels System for COVID-19 was amended to include the following provision under IATF Resolution No. 142.
The following persons shall be allowed point-to-point interzonal travel (including leisure travel)to areas under General Community Quarantine (GCQ) and/or Modified General Community Quarantine:- Those below eighteen (18) years old;
- Fully vaccinated individuals over sixty-five (65) years of age;
- Fully vaccinated individuals with immunodeficiencies, comorbidities, or other health risks; and
- Fully vaccinated pregnant women
And shall be subject to the guidelines and strict protocols as may be prescribed by the
Department of Tourism and the reasonable regulations of the LGU of destination.
International and domestic flights to and from MANILA shall continue operating during this period, subject to compliance with the travel restrictions and related travel protocols.

Additional Guidelines and Documentary Requirements to Travel
- All passengers on any mode of public transportation must wear face shields, aside from face masks, starting August 15, 2020, as mandated by Department of Transportation. (DOTr)
- All passengers will no longer be required to undergo COVID-19 testing except if the Local Government Unit (LGU) of destination shall require testing prior to travel.
- Passengers will no longer have to undergo quarantine unless an individual shows symptom upon arrival at the LGU of destination.
- Travel Authority issued by the Joint Task Force COVID Shield and Health Certificates will no longer be required.
- Interzonal travel shall be allowed subject to restrictions of the local government unit of destination. Point-to-point travel to areas under GCQ and MGCQ shall be allowed without age restrictions subject to an RT-PCR test-before-travel requirement for those below eighteen years old (18) and above sixty-five (65), and other protocols and restrictions as may be imposed by the DOT and the LGU if destination.
- Under IATF Resolution 124-B, the following protocols for FULLY VACCINATED individuals shall apply:
- An individual shall be considered as having been fully vaccinated for COVID-19:
- More than or equal to 2 weeks after having received the second dose in a 2-dose series, or
- More than or equal to 2 weeks after having received a single-dosed vaccine.
- The vaccines administered to the individual are included in any of the following:
- o Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or
- o Emergency Use Listing of the World Health Organization.
- The intrazonal movement of fully vaccinated senior citizens within areas under General Community Quarantine and Modified General Community Quarantine shall continue to be allowed, subject to the presentation of
- a COVID-19 vaccination card duly issued by a legitimate vaccinating establishment/authority, whether local or foreign; or
- certificate of quarantine completion showing the holder’s vaccination status as may be issued by the Bureau of Quarantine, whichever is applicable. Provided, that strict observance of minimum public health standards shall continue.
- For fully vaccinated individuals who are close contacts of probable and confirmed COVID-19 cases, they may undergo a shortened seven (7)-day quarantine period, provided that the individual remains asymptomatic for the duration of the seven-day period with the first day being the date immediately after the last exposure.
In the event that Reverse Transcription – Polymerase Chain Reaction (RT-PCR) Test needs to be performed; it may be done not earlier than the fifth day after the date of the last exposure.
For close contacts who may have been traced beyond the seventh day from last exposure and who have remained asymptomatic, no testing and quarantine shall be required.
