Manila Travel Requirements – Arriving Local Passengers: This is the updated advisory for local or domestic passengers arriving at the Ninoy Aquino International Airport (NAIA). If you’re looking for more information about COVID travel requirements in going to Metro Manila, we’ve got you covered!
When traveling to Metro Manila, all inbound and outbound passengers are required to have a valid government ID and a Vaccination Card or DOH-issued Vaccination Certificate.

Here are the health and COVID travel requirements for Manila:
| Manila Travel Requirements for All Inbound and Outbound Passengers  | – Vaccination Card or DOH-issued Vaccination Certificate – Valid government ID. |
| Exemptions | – Persons with medical conditions that prevent full COVID-19 vaccination as evidenced by: — Medical certificate (with name, signature and contact details of the physician) – Persons who will procure essential goods and services (such as but not limited to food, water, medicine, medical devices, public utilities, energy, work, medical and dental necessities) as evidenced by: — Barangay Health Pass or other proof to support and justify such travel Passengers coming from (a) international flight, with an onward domestic flight after completion of the required facility-based quarantine, and (b) domestic flight with an immediate international connecting flight. |

Metro Manila COVID-19 Health and Travel Requirements
Intrazonal and Interzonal movement shall be allowed. However, reasonable restrictions may be imposed by the LGUs, which should not be stricter as those prescribed under higher alert levels and subject to the oversight, monitoring, and evaluation of their respective RIATF.

The National Capital Region is placed under COVID-19 Alert Level 1, wherein intrazonal and interzonal travel is allowed. There are no requirements needed to enter Manila.
