Kuala Lumpur Travel Requirements per Philippine Airlines Advisory

Allowed Travelers

  • Malaysian Nationals
  • Non-Malaysian Nationals or Foreigners holding a Valid Long-Term Visit Pass: Diplomatic, Employment Pass, Resident Pass-Talent, Professional Pass – Experts, Professional Visit Pass (PVP), Permanent Resident (PR)/ Spouse to PR/ Children to PR, Long Term Visit Pass (Husband/Wife/Child) to citizens, Senior Citizen Pass, Widow/ Widow to citizens, Student Pass, Residence Pass, Temporary Working Visit Pass/Pas Lawatan Kerja Sementara (PLKS), Foreign Domestic Helper/Maid
  • All other foreign nationals who do not fall under exempted categories mentioned above are required to apply for entry approval from the Director General of Immigration of Malaysia.

General Requirements

MEDICAL DOCUMENTS

  • Recognized Proof of Vaccination
  • Negative COVID-19 Test (RT-PCR) Result from DOH-accredited laboratories, taken within 3 days prior to departure

Quarantine Requirements

  • Travelers who are fully vaccinated (14 days after 2nd dose/28 days for single dose vaccines) are required to undergo mandatory quarantine at designated quarantine centers for a period of seven (7) days upon arrival in Malaysia
  • Travelers who are unvaccinated OR have not completed the vaccination are required to go for mandatory quarantine for ten (10) days upon arrival in Malaysia
  • Fully vaccinated travelers (Malaysians and non-Malaysians) with residence in Malaysia are eligible to apply for home quarantine and fulfil the following vaccination requirements:
  • 14 days after the second dose of a 2-dose vaccine; or
  • 28 days after a single-dose vaccine.
  • Applications for home quarantine must be submitted online 7-10 days prior to the expected date of departure to Malaysia for consideration through Home Quarantine Application portal at https://hso.moh.gov.my/outbreak-portal-hqa/index

Kuala Lumpur Travel Requirements per Cebu Pacific Advisory

As per Government regulations, guests bound for Kuala Lumpur, Malaysia are advised of the following guidelines:

Travel Requirements

For Malaysian Nationals

  • Letter of Approval (LOA) (Entry Permit) from the Malaysian Representative to enter Malaysia
  • Negative RT-PCR test result for COVID-19, issued within three (3) days before the date of departure from Manila (inclusive). This is also applicable to vaccinated travelers.
  • Download the MySejahtera mobile application and fill up the health declaration
  • Be provided with the Health Declaration in hardcopy

For spouses / children of Malaysian Citizens or MyPR Holders

  • Approved MyTravelPass (MTP) in hardcopy to enter Malaysia. The date of arrival in Malaysia must be within ninety (90) days from the approved date (inclusive) of the MTP.
  • Valid visa for visa-required nationalities
  • Negative RT-PCR test result for COVID-19, issued within three (3) days before the date of departure from Manila (inclusive). This is also applicable to vaccinated travelers.
  • Download the MySejahtera mobile application and fill up the health declaration
  • Be provided with the Health Declaration in hardcopy

For foreigners entering Malaysia for reasons listed below

  • Approved MyTravelPass (MTP) in hardcopy to enter Malaysia. The date of arrival in Malaysia must be within ninety (90) days from the approved date (inclusive) of the MTP.
  • Negative RT-PCR test result for COVID-19, issued within three (3) days before the date of departure from Manila (inclusive). This is also applicable to vaccinated travelers.
  • Download the MySejahtera mobile application and fill up the health declaration
  • Be provided with the Health Declaration in hardcopy

List of permitted travel purposes of foreigners bound for Malaysia

  • Permanent Resident (PR) who moved in and out of the country during the Movement Control Order (MCO) period
  • Official and Business (i.e., meetings, conferences, others)
  • Social Visit Purpose: compassionate ground (i.e., medical, emergency, death)

For foreigners who are expatriates

  • Approved MyEntry Letter in hardcopy. Passengers can apply for this MyEntry Letter through here.
  • Valid Pass / Approval Letter / Visa with Reference (VDR)
  • Negative RT-PCR test result for COVID-19, issued within three (3) days before the date of departure from Manila (inclusive). This is also applicable to vaccinated travelers.
  • Download the MySejahtera mobile application and fill up the health declaration
  • Be provided with the Health Declaration in hardcopy

All arriving passengers (including Malaysians) entering KUL must ensure that they hold sufficient cash in Malaysian Ringgit to cover the applicable costs for any COVID-19 test and their accommodation during the 14-day quarantine period upon arrival.

Reminders for procedures upon arrival

  • Travelers are required to scan the QR Code “Pengembara dari Luar Negara” by using the MySejahtera application upon arrival
  • All travelers are required to undergo the COVID-19 RT-PCR test screening upon arrival. The COVID-19 RT-PCR test fee must be paid by passengers.
  • Health assessments will be conducted for all travelers at the airport.
  • Asymptomatic travelers will undergo a COVID-19 swab test using the RT-PCR infection detection test. Travelers with mild symptoms are required to undergo a COVID-19, RTK Ag or RT-PCR infection screening test.
  • Travelers are allowed to quarantine at home or residence, with approval from the Ministry of Health.
  • Travelers are required to always wear a face mask.
  • The COVID-19 test fee is borne by the traveler.
  • Travelers with moderate / severe symptoms are referred to an Infectious Disease Physician. Further action is based on health assessments and expert decisions.
  • Citizen and non-citizen travelers who do not comply with these conditions are required to undergo compulsory quarantine at a quarantine station gazette by the government.
  • The mandatory quarantine period for travelers from all countries is 14 days. This 14-days quarantine period may be extended for another 7 days based on the results of the risk assessment of the traveler conducted on the 14th day. This additional quarantine will be carried out at the same residence, house, or quarantine station.

Note that guests with travel history to India, Sri Langka, Bangladesh, Pakistan, and Nepal are allowed to enter Malaysia on a case-to-case basis:

  • Permanent Residents of Malaysia
  • Long-Term Visit Pass Holders (including international and foreign students who have a valid temporary work visit pass)
  • International Business Visitors and Investors

Quarantine Guidelines

  • All passengers will be subjected to a 14-day quarantine after entering Malaysia.
  • Travelers need to make a formal application for quarantine at home or residence by sending an email to the Ministry of Health Malaysia under email address: hso@moh.gov.my
  • A risk assessment for travelers based on the application for quarantine at home or residence will be conducted. The place of residence can be considered as a quarantine place if it meets the following conditions:
    • Citizen and non-citizen travelers who have a house or residence in Malaysia (including Permanent Residents, Malaysia as My Second Home resident – MM2H and employees).
    • Negative screening test for COVID-19 infection detection
    • Travelers who have received complete COVID-19 vaccination
    • A suitable house or residence
