Here are the Cagayan de Oro Travel Requirements for Tourists:
For tourists going to Cagayan de Oro, they are required to have a valid passport and an approved travel permit. They will also need to have their personal copy of the travel permit stamped and validated by the Department of Tourism or any of its duly authorized representatives.
Tourists are also advised to register on the Stay Safe App so that they can be easily monitored by the authorities. They are also required to present their QR code from the Higala App upon registration.
Aside from the basic travel requirements, tourists must also comply with the LGU travel requirements set by their final destination. They are advised to contact their LGU and inquire about these specific requirements.

All guests bound for Cagayan de Oro City are required to register to the following:
- S-PaSS
- OpCoorS
- Higala App
- Valid ID with an address in Cagayan de Oro City (for Returning Residents)
- Proof of travel purpose (for non-residents)
Authorized Persons Outside Residence (APOR) from national government agencies are only required to present their valid ID issued by their government agency and the original or certified true copy of the Travel Order.
Leisure travel is not allowed in Cagayan de Oro City.
Guests bound for cities and municipalities outside Cagayan de Oro City and within the Province of Misamis Oriental, and in Lanao del Norte or Lanao del Sur, are only required to register in S-PaSS and StaySafe.Ph only, whereas Iligan City and Bukidnon only require S-PaSS. Please coordinate directly with the local government units.
