COVID Iloilo Travel Requirements

Iloilo Travel Requirements Update January 7, 2022:

A negative RT-PCR test done within 72 hours prior to departure will be required for passengers traveling to Iloilo Province beginning January 10, 2022. These are requirements for all travelers regardless of vaccination status.

COVID-19 Health and Travel Requirements

Iloilo Travel Requirements Update January 7, 2022: A negative RT-PCR test done within 72 hours prior to departure will be required for passengers traveling to Iloilo Province beginning January 10, 2022. These are requirements for all travelers regardless of vaccination status.

Iloilo City

All inbound travel from areas other than Panay, Guimaras and Negros Island shall be subject to the following guidelines:

INBOUND TRAVELLERS

OFW FACILITATED BY OWWA (including accompanying minors aged 5-17 years old)
  • Approved Travel Coordination Permit (TCP) through S-PASS system.
  • Vaccination card
  • Negative RT-PCR test result with specimen collected at least 72 hours before travel to Iloilo City
APOR (including accompanying minors aged 5-17 years old)
  • Approved Travel Coordination Permit (TCP) through S-PASS system.
  • Vaccination card
  • If resident APOR, certificate of residency issued by the Barangay
  • If non-resident APOR, hotel confirmed booking or other accredited accommodation
  • Negative RT-PCR test result with specimen collected at least 72 hours before travel to Iloilo City
APOR (including accompanying minors aged 5-17 years old staying for less than 24 hours)
  • Approved Travel Coordination Permit (TCP) through S-PASS system
  • Confirmed itinerary that inbound & outbound of which period of arrival & departure time shall not be more than 24 hours.
RETURNING RESIDENTS (including accompanying minors aged 5-17 years old)
  • Approved Travel Coordination Permit (TCP) through S-PASS system
  • Negative RT-PCR test result with specimen collected at least 72 hours prior travel to Iloilo City
  • Vaccination card
NON-ESSENTIAL TRAVELLERS AND TOURISTS
  • Approved Travel Coordination Permit (TCP) through S-PASS system
  • Vaccination card
  • Confirmed hotel booking and/or other accredited accommodations
  • Negative RT-PCR test result with specimen collected at least 72 hours prior travel.

PROTOCOLS UPON ARRIVAL IN ILOILO CITY

Partially/Unvaccinated
  • Immediately undergo quarantine procedures
  • Undergo RT-PCR testing on the third day of their quarantine.
ROF with travel history from countries classified as red
  • Regardless of vaccination status, subject to quarantine procedures and RT-PCR testing 5 days from date of arrival.

Iloilo Province

RETURNING RESIDENT

A. FULLY VACCINATED
  • Valid Government ID with proof of residence
  • Notice of Coordination (NOC) with the City/ Municipality of destination
  • Vaccination Card/ Vaccination Certificates
  • Negative RT-PCR Test Result taken from any DOH-accredited laboratories issued within seventy-two (72) hours  
  • Approved SPASS
B. UNVACCINATED & PARTIALLY VACCINATED INDIVIDUALS
  • Valid Government ID with proof of residence
  • Notice of Coordination (NOC) with the City/ Municipality of destination
  • Negative RT-PCR Test Result taken from any DOH-accredited laboratories issued within seventy-two (72) hours  
  • Approved SPASS

OFW

A. FULLY VACCINATED
  • Valid ID
  • Vaccination Card/ Vaccination Certificates
  • Approved SPASS
B. UNVACCINATED & PARTIALLY VACCINATED INDIVIDUALS
  • Valid ID
  • Negative RT-PCR Test Result taken from any DOH-accredited laboratories   
  • Approved SPASS

APOR

A. FULLY VACCINATED

  • Travel Order and Travel Itinerary (for Government APOR)
  • Vaccination Card/ Vaccination Certificates
  • Company / Office Travel Order (for non-government APOR)
  • For APOR traveling from outside Region 6, until 15 Jan 2022: Negative RT-PCR Test Result taken from any DOH-accredited laboratories issued within seventy-two (72) hours  
  • Approved SPASS
B. UNVACCINATED & PARTIALLY VACCINATED INDIVIDUALS
  • Valid ID

  • For APOR traveling from outside Region 6, until 15 Jan 2022: Negative RT-PCR Test Result taken from any DOH-accredited laboratories issued within seventy-two (72) hours

NON-RESIDENTS

A. FULLY VACCINATED
  • Valid ID

NOTES

  • The requirement of Negative RT-PCR result for Fully Vaccinated Returning Residents and Non-Residents shall be effective on 10 January 2022 
  • Eating and drinking (except water) of any beverages (soft drinks, juice, coffee, and such other meal or snack accompaniment beverages) shall not be allowed during the flight. For guests flying to Iloilo, please be advised of the following travel guidelines:

Please UPDATE your residence address through the Manage Booking section in the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.

Please present the following documents upon check-in.

ILOILO CITY

For fully vaccinated guests:

  • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements and children four (4) years old and below are not required to submit a TCP.
  • Vaccine Card or Vaccine Certificate.from the city / municipal / provincial health office
  • Valid ID
  • RT-PCR test to be conducted upon arrival, facilitated by the LGU
  • Negative RT-PCR (swab) test, conducted within seventy-two (72) hours before flight departure

An individual is considered fully vaccinated it has been at least fourteen (14) days after the second dose. Children who are four (4) years old and below are not required to submit a TCP and a negative RT-PCR test result.

For unvaccinated / partially vaccinated guests:

  • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
  • Negative RT-PCR (swab) test result, issued within seventy-two (72) hours prior to the date of travel
  • Valid ID

For Authorized Persons Outside Residence (APOR) and Minors from five (5) to seventeen (17) years old

  • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
  • Vaccine Card or Vaccine Certificate
  • Negative RT-PCR (swab) test result, issued within seventy-two (72) hours before travel

APORs and minors staying for less than twenty-four (24) hours in Iloilo City are only required to submit a valid government ID and a confirmed travel itinerary.

ILOILO PROVINCE

Travel to Iloilo Province from LGUs under Alert Level 4 and Alert Level 5 shall be prohibited.

For Returning Residents and Overseas Filipino Workers (OFW)

Fully Vaccinated:

  • COVID-19 Vaccination Certificate
  • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
  • Notice of Coordination with destination LGU
  • Negative RT-PCR (swab / saliva) test result, issued not earlier than seventy-two (72) hours before travel to Iloilo. Saliva RT-PCR test must be issued by Philippine Red Cross only.

Unvaccinated / Partially Vaccinated:

  • Negative RT-PCR (swab / saliva) test result, issued not earlier than seventy-two (72) hours before travel. Saliva RT-PCR test must be issued by Philippine Red Cross only. Infants are required to submit this as well.
  • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
  • Notice of Coordination with destination LGU

For Authorized Persons Outside Residence (APOR)

  • Government APOR:
    • Travel Order
    • Travel Itinerary
    • Valid Government ID
    • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
    • Negative RT-PCR (swab / saliva) test result, issued not earlier than seventy-two (72) hours before travel to Iloilo. Saliva RT-PCR test must be issued by Philippine Red Cross only.
  • Private / Non-Government APOR:
    • Certificate from the Company
    • Office Travel Order
    • Valid ID
    • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
    • Negative RT-PCR (swab / saliva) test result, issued not earlier than seventy-two (72) hours before travel to Iloilo. Saliva RT-PCR test must be issued by Philippine Red Cross only.

ANTIQUE PROVINCE

For all guests

  • Approved Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.
  • Negative RT-PCR test result, issued not earlier than three (3) days before travel
  • Valid ID
  • Notice of Coordination and Acceptance
  • Travel Order / Mission Order (for APOR only)

GUIMARAS ISLAND

For fully vaccinated guests:

  • COVID-19 Domestic Vaccination Card duly issued by a legitimate vaccinating establishment or certificate of quarantine completion showing holder’s vaccination status as may be issued by BOQ
  • Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.

For unvaccinated / partially vaccinated guests:

  • Negative RT-PCR (swab) test result, showing that date of test is not more than three (3) days prior to date of travel to Iloilo.
  • Travel Coordination Permit (TCP) from S-PaSS – Note that lead time for processing is twenty-four (24) hours upon submission of request and all requirements.

Returning Overseas Filipino Workers facilitated by OWWA and endorsed to the Iloilo Government

  1. For Fully Vaccinated Individuals: Vaccination Card or document issued by competent foreign authorities in lieu of the current RT-PCR and quarantine procedures administered by the OWWA upon their arrival
  2. For Unvaccinated/Not Yet Fully Vaccinated Individuals: Quarantine upon arrival and RT-PCR testing on the 3rd day
  3. Travel Pass Permit through S-PaSS (https://S-PaSS.ph/)

Returning Overseas Filipino Workers with travel history from countries under the Red list

  1. Travel Pass Permit through S-PaSS (https://S-PaSS.ph/)
  2. Home quarantine for 14 days and RT-PCR testing on the 5th day

Authorized Persons Outside of Residence

  1. For Fully Vaccinated Individuals: Vaccination Card or duly issued Certifiation from the City, Municipal or Provincial Health Office with valid ID or Vaccination Certificate through https://vaxcert.doh.gov.ph in lieu of Negative RT-PCR taken within 72 hours before departure
  2. For Unvaccinated/Not Yet Fully Vaccinated Individuals: Negative RT-PCR test taken within 72 hours before departure, quarantine upon arrival and RT-PCR testing on the 3rd day
