COVID-19 Health and Travel Requirements as of January 10, 2022

PUERTO PRINCESA (PPS) Travel Guidelines

  • In compliance with the travel restrictions of the Province of Palawan, passengers bound for Palawan must take note of the following flight schedules. For Manila to Puerto Princesa flights:
    • All fully vaccinated city inbound travelers will require antigen test taken 1 day before departure date. The negative antigen test result will then be validated upon check-in.
    • Passengers bound for Puerto Princesa City may only take flight PR1785/ PR2785 on Wednesdays.   
      • From January 5 to 15, 2022, PPS city inbound travelers (returning residents & APORs) can take their flights from Monday to Friday. 
    • Passengers bound for any municipality in the province of Palawan may take any flight.

RETURNING RESIDENTS

A. FULLY VACCINATED
  • Proof of Residency 
    • Valid ID card with Puerto Princesa City Address 
    • Barangay Certificate 
  • Airline Ticket 
  • Approved S-PASS (TCP)

APOR (staying more than five (5) days)

A. FULLY VACCINATED
  • Valid ID
  • Vaccination Card/ Vaccination Certificates
  • Negative Antigen Test Result taken within one (1) day
  • Approved S-PASS (TCP)
  • Travel / Company Order
    Mandatory strict hotel/ facility quarantine for seven (7) days and antigen testing on the 5th, 6th, or 7th day upon arrival to be scheduled by the monitoring and surveillance group
B. UNVACCINATED & PARTIALLY VACCINATED INDIVIDUALS
  • Valid ID
  • Negative RT-PCR (NPS/OPS) Test result taken from any DOH-accredited laboratories within two (2) days  
  • Approved S-PASS (TCP)
  • Travel / Company Order

Mandatory strict hotel/ facility quarantine for seven (7) days at own expense and antigen testing on the 5th, 6th, or 7th day upon arrival to be scheduled by the monitoring and surveillance group

APOR (staying less than four (4) days)

A. FULLY VACCINATED

  • Approved S-PASS (TCP)

B. UNVACCINATED & PARTIALLY VACCINATED INDIVIDUALS

  • Negative RT-PCR (NPS/OPS) Test Result taken from any DOH-accredited laboratories within two (2) days  
  • Detailed Itinerary

NOTES:

  • For eleven (11) years old and below, rapid antigen test will be required
  • For twelve (12) years old and above, RT-PCR (NPS/OPS) swab test will be required (if unvaccinated or partially vaccinated)
  • S-PASS is not required for ages seventeen (17) and below

TOURISM BUBBLE

  • Beginning December 8, 2021, the City will begin to accept Domestic Tourists who will comply with the conditions for Tourism Bubble
  • Domestic Tourist refer to Philippine residents who are fully vaccinated. They may travel together with their immediate family members who are not eligible for COVID-19 vaccination, such as children below 12 years old or individual who cannot receive the COVID-19 vaccine because of a medical condition that is pre-existing and certified
  • Prior to travel, all inbound Domestic Tourists are required the following:
    • Valid ID
    • Negative antigen test (nasopharyngeal or oropharyngeal) from any DOH-accredited laboratories taken within 24 hours before arrival
    • Proof of hotel accommodation authorized by the Department of Tourism.
    • Roundtrip ticket
    • Approved Travel Voucher from the City Tourism Department
    • Vaccination Card/ Vaccination Certificate
  • Domestic Tourists may stay in the City for a maximum of four (4) days and three (3) nights) 
  • Domestic Tourists shall not deviate from their approved point-to-point itineraries

Government Officials/ Personnel on official business shall be allowed unimpeded travel to their place of destination and shall not be required to undergo mandatory testing and/ or quarantine protocols of the local government units of destination provided that they:

  • Present valid IDs issued by their respective agency
  • Present travel authority/ order by the Department Secretary or his/ her designated official
  • Pass symptoms screening at the port upon arrival on in the case of public transport upon boarding, and
  • Strictly comply with the minimum public health standards.

For guests flying to Puerto Princesa, please take note of these travel guidelines:

Manila – Puerto Princesa flight schedules:

  • Monday (5J 643) – 160 seats will be allotted for returning residents of Puerto Princesa City. The rest of the seats will be allotted for guests bound for the Province of Palawan.
  • Tuesday/Wednesday/Thursday/Friday/Saturday/Sunday – only guests bound for Palawan Province will be accepted for flight

This only applies to Manila – Puerto Princesa flights; there are no restrictions for Puerto Princesa – Manila flights

Please UPDATE your residence address through the Manage Booking section in the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.

PALAWAN PROVINCE

For Tourists

*Only El Nido and San Vicente (direct flights only) are accepting tourists. Tourists from areas under MECQ and other restricted areas are not allowed to enter.

Fully Vaccinated
  • Vaccination Card and/or Vaccination Certificate from VaxCertPH
  • Approved S-PaSS Application – Please make sure to coordinate with your destination’s LGU to secure the requirements to get an approved S-PASS.
  • Destination must be within the Department of Tourism’s Travel Bubble

For Returning Residents and Returning Overseas Filipinos:

  • Vaccination Card and/or Vaccination Certificate from VaxCertPH
  • No quarantine needed, unless required by the municipality
Unvaccinated / Partially Vaccinated
  • Negative RT-PCR test result with specimen taken seventy-two (72) hours before check-in

Minors traveling to El Nido with fully vaccinated parents / guardians are not required to submit a valid, negative RT-PCR test result, provided that the accompanying adult can show proof of vaccination.

For Authorized Persons Outside Residence (APOR) except for employees of the National Government, Bangko Sentral ng Pilipinas, Philippine Deposit Insurance Corporation and members of the AFP**:**

Fully Vaccinated
  • Negative Antigen test result with specimen taken twenty-four (24) hours before check-in
  • Approved S-PaSS Application – Please make sure to coordinate with your destination’s LGU to secure the requirements to get an approved S-PASS.This is not required for guests listed on the Endorsement Letter from the Provincial EOC.

  • Guest’s name must be included in the Masterlist of the City Tourism Office. Travel must be pre-arranged.
  • May only stay in the city for a maximum of four (4) days and three (3) nights

For Locally Stranded Individuals (LSI), Returning Residents, Indispensable Travelers

Fully Vaccinated
  • Vaccination Card and/or Vaccination Certificate from VaxCertPH
  • Negative Antigen test result, conducted within twenty-four (24) hours before boarding time
  • Approved Travel Coordination Permit from S-PaSS. Please make sure to coordinate with your destination’s LGU to secure the requirements to get an approved S-PASS. This is not required for guests who are seventeen (17) years old and below.
  • Proof of residency (any valid ID with Puerto Princesa City address, or Barangay Certificate)
  • 7-day home quarantine

  • Proof of residency (any valid ID with Puerto Princesa City address, or Barangay Certificate)
  • 7-day quarantine at an LGU-designated hotel
  • Children who are 6 to 11 years old must submit a negative Antigen test, conducted twenty-four (24) hours before travel date. There is no test requirement for children who are 5 years old and below.
For Returning Overseas Filipinos (ROF)
  • All passengers, including infants, must present a negative RT-PCR test result from a DOH-accredited testing facility. Specimen must be extracted within forty-eight (48) hours before flight departure.
  • Copy of Proof of Residence (Complete Residence Address)
  • Valid ID
  • Valid Passport
  • Endorsement Letter
  • Quarantine Certificate from the Bureau of Quarantine (BOQ)
  • Approved Travel Coordination Permit from S-PaSS. Please make sure to coordinate with your destination’s LGU to secure the requirements to get an approved S-PASS.
  • Register to StaySafePH and save a printed / digital copy of the QR code.

For Authorized Persons Outside Residence (APOR) staying less than 4 days

Fully Vaccinated
  • Company / Travel Order

  2. For Unvaccinated/Not Yet Fully Vaccinated Individuals: Negative RT-PCR test taken within 48 hours before departure and proof of residency. Upon arrival, guests must do 7 days home quarantine and 2 mandatory Antigen Tests (on the 2nd and 7th day)

*For guests affected by flight cancellations, lapsed RT-PCR tests will still be accepted and considered valid for 7 days

Authorized Persons Outside of Residence

  1. Vaccination Card

*Guests staying for less than 4 days are required to have a Rapid Antigen Test before departure
