COVID-19 Health and Travel Requirements

Bacolod Travel Requirements Update January 7, 2022: A negative RT-PCR test will be required for passengers flying to Boracay (Caticlan), Iloilo Province, and Negros Occidental, while an RT-PCR will be simplified by the LGU on arrival in Iloilo City. These are requirements for all visitors, regardless of vaccination status, which shall go into effect January 9 for Boracay (Caticlan) and Negros Occidental, including Bacolod City, January 10 for Iloilo Province, and January 7 to 15 for Iloilo City.

Negros Occidental Province

Intrazonal and Interzonal travel for all ages and for any purpose, including leisure, shall be allowed. However, travel to and from areas classified under Alert Level 3 and 4 shall be restricted and discouraged.  

All individuals, regardless of vaccination status, shall be required to present the following documents to enter the Province of Negros Occidental
  • Valid ID 
  • Approved S-PASS (TCP) including 11 years old and below 
    • Travel Pass-through Permit (TPP) for passengers bound to Bacolod City 
  • Negative RT-PCR Test Result taken from any DOH-accredited laboratories within seventy-two (72) hours (including infants and children) 
  • EXCEPTION. Government officials/ personnel on official business shall be allowed unimpeded travel to their place of destination, provided that they: 
    • Present valid IDs issued by their respective government agency 
    • Present original or certified true copy of travel authority/ order issued by the Department Secretary or his/her designated official 
    • Pass symptom screening at the port of arrival, and in case of public transport, upon boarding 
    • Strictly comply with the minimum public health standards  
TOURIST
  • Coordination with Tourism Office of their destination (LGU)

Bacolod City

Intrazonal and interzonal travel into and out of Bacolod shall be allowed subject to the presentation of: 

  • Strict policy on travelers entering the port/s of Bacolod City from areas under Alert Level 3 or higher (covering individuals who are fully vaccinated, undergone booster, partially vaccinated or unvaccinated) are required to present the following:
    • Negative RT-PCR taken from any DOH-accredited laboratories obtained within 72 hours prior to and upon arrival
    • Online BacTRAC registration
    • S-PASS
    • Vaccination Card (for fully or partially vaccinated, including those who undergone booster dose)
    • Valid personal ID

All government officials/public sector personnel on official business shall be allowed coming from any area regardless of Alert Level status provided that they comply with the following:

  • Presentation of a valid ID issued by their respective government agencies
  • Presentation of their Vaccination Card/ID showing when they were fully vaccinated and/or have undergone a booster dose.
  • Those who are only partially vaccinated or are still unvaccinated shall present Negative RT-PCR within 72 hours prior to and upon arrival
  • Travel Order or a certification from any head of office/agency that such officials/ employees are assigned/ appointed/ designated to report in a particular public office in Bacolod City
  • Must pass a symptom screening at the airport or seaport upon arrival

Cebu Pacific Bacolod Travel Requirements

Fly easy with your vaccination card

Updated as of January 8, 2022

Based on government regulations, guests bound for Bacolod are advised of the following guidelines.

  • Flight 5J475 every Tuesday and Thursday is for fully vaccinated guests only. If you are not yet fully vaccinated, please rebook your flight up to two (2) hours before the scheduled departure via Manage Booking to avoid forfeiture.
  • Please UPDATE your residence address through the Manage Booking section in the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.

NEGROS OCCIDENTAL, except Bacolod City

Effective January 9, 2022 – Travel to and from areas classified under Alert Level 3 and above shall be restricted and discouraged. All guests bound for cities and municipalities within Negros Occidental (except for Bacolod City) are required to present the following travel requirements upon check-in:

For Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR) from the Private Sector

  • Electronic or printed copy of the approved Travel Coordination Permit (TCP) from S-PaSS
  • Negative RT-PCR (swab) test result, valid for seventy-two (72) hours from date of test, and must be conducted by a DOH-accredited molecular laboratory

For Authorized Persons Outside Residence (APOR) from the government

  • Valid ID issued by their respective government agency
  • Original / Certified True Copy of Travel Authority / Travel Order issued by the Department Secretary or his/her designated official
  • Pass symptoms checking upon arrival

BACOLOD CITY ONLY

Returning Residents, Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR), and Tourists are allowed to enter Bacolod City. All guests bound for Bacolod City are required to present the following documents upon check-in:

For Returning Residents, Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR) from the Private Sector, and Tourists

  • Approved Travel Pass-Through Permit (TPP) from S-PaSS.
  • Negative RT-PCR (swab) test result (DOH-accredited laboratory) or negative Saliva RT-PCR test result (from Philippine Red Cross only), taken within seventy-two (72) hours before arrival in Bacolod City.
  • BacTrac Registration
  • Valid personal ID

For Authorized Persons Outside Residence (APOR) from the government

  • Valid ID issued by their respective government agency
  • Original / Certified True Copy of Travel Authority / Travel Order issued by the Department Secretary or his/her designated official
  • Pass symptoms checking upon arrival
  • For fully vaccinated APOR – Vaccination Card
  • For unvaccinated / partially vaccinated APOR – Negative RT-PCR (swab) test result (DOH-accredited laboratory) or negative Saliva RT-PCR test result (from Philippine Red Cross only), taken within seventy-two (72) hours before arrival in Bacolod City.

AirAsia Bacolod Travel Requirements

Original/Certified true copy of Travel Order/Authority issued by the head of their agency or authorized superior in lieu of the travel order/authority certification from any head of office/agency that such officials employees are assigned/appointed/designated to report in a particular public office in Bacolod City
  4. Must pass symptoms screening upon arrival
  5. Strictly comply with existing minimum public health standards
