Cebu Travel Requirements for Arriving Local Passengers: This is the updated advisory for local or domestic passengers arriving at Mactan-Cebu International Aiport (CEB). If you’re looking for more information about COVID travel requirements in going to Cebu, we’ve got you covered!

Cebu Travel Requirements: Cebu City
In order to travel to Cebu City, all individuals must have a valid photo ID with a signature. In addition, fully vaccinated individuals must present a Vaccination Card with QR Code or Vaccination Certificate, while unvaccinated and partially vaccinated individuals must present a Negative RT-PCR Test Result from any DOH-accredited laboratories taken within seventy-two (72) hours or Negative Antigen/ Saliva Test Result from any DOH-accredited laboratories taken within forty-eight (48) hours.
Cebu Travel Requirements: Cebu Province
When traveling to Cebu Province, all individuals must have a valid ID and a vaccination card or certificate. Fully vaccinated individuals are allowed to travel with just their valid ID, while unvaccinated and partially vaccinated individuals must also have a medical certificate issued within 24 hours of travel. This medical certificate must state that the individual is fit to travel and does not pose a risk to other passengers.

Cebu Travel Requirements per Philippine Airlines Advisory
Cebu Province
Interzonal travel within the entire island of Cebu shall be permitted. All persons shall be allowed to travel to and from the Province of Cebu and the cities of Cebu, Mandaue, and Lapu-Lapu.

Based on government regulations, guests bound for Cebu must present the following travel requirements upon check-in:
Cebu Travel Requirements for Fully Vaccinated Guests:
- Official Vaccine Card / Certificate
- Valid ID
Cebu Travel Requirements for Unvaccinated or Partially vaccinated guests:
- Mandaue City / Cebu City: Negative RT-PCR test result, taken within seventy-two (72) hours before flight and/or negative Antigen test result, taken within forty-eight (48) hours before flight.
- Cebu Province: Medical certificate certifying that they do not exhibit symptoms of COVID-19 at the point of origin. The medical certificate should be issued within twenty-four (24) hours before arrival in Cebu.
There are no requirements for guests bound for Lapu-Lapu City only.
Effective January 16, 2022 to June 30, 2022 – All domestic departures will be from Mactan International Airport Terminal 2.

All passengers are required to download and register at Staysafe.PH mobile application as a requirement upon check-in. Please scan AirSWIFT’s QR code available at the departure check-in counter. This is only done at the Departure Check-in counters.
