COVID Singapore Travel Requirements for Foreigners for 2022: This is the updated advisory for traveling passengers arriving in Singapore. This is sourced from both Philippine Airlines and Cebu Pacific COVID travel advisories.
As you plan your business or pleasure trip to Singapore, there are a few things you’ll need to take into consideration. In this article, we will outline the Singapore travel requirements for foreigners and provide information on the COVID restrictions that are currently in place. Here is a checklist of what you’ll need to do in order to make your trip go as smoothly as possible.

Effective March 31, 2022, all fully vaccinated travelers can enter Singapore quarantine free, if they have not visited countries in the Ministry of Health’s Restricted category in the past 7 days.

Singapore Travel Requirements for Fully Vaccinated Travelers
- Proof of vaccination
- NOTE: Effective April 26, 2022, all fully vaccinated children aged 12 years or below in that calendar year who are entering Singapore will no longer be required to provide proof of having taken a pre-departure test for COVID-19.
- Please refer to the vaccination requirements on the SafeTravel website. As of 7 May 2022, the list of approved vaccines is as follows:

Singapore Travel Requirements for UnVaccinated Travelers
- Travelers who are able to show Proof of their Recovery 14-90 days before the date of departure to be exempted from PDT. Please see the recovered status checked here.
- Negative RT-PCR test/ professionally administered Rapid Antigen Test from any DOH accredited laboratories or Rapid Antigen Test supervised by licensed Singapore providers within 2 days before departure.
- Short-term visitors who are not fully vaccinated and are required to have Travel Insurance for their COVID-19-related medical treatment and hospitalization costs in Singapore should ensure that their insurance has a minimum coverage of S$30,000
- Entry approval
- EXEMPTION:
- Singapore Citizens, Long-Term Pass Holders below 18 years old and Short-Term Visitors below 12 years old & PR
- Effective May 01, 2022, all fully vaccinated travelers will not be required to present Entry Approval for travel to Singapore
- EXEMPTION:
- 7 days Stay Home Notice at a declared place of accommodation. Swabbing on the 7th day.
Singapore Travel Requirements for All Travelers coming from Restricted Category
Travelers with a travel history to a country under the restricted category in the past 7 consecutive days are required to complete the following:
- Entry Approval
- Negative RT-PCR test/ professionally administered Rapid Antigen Test from any DOH accredited laboratories or Rapid Antigen Test supervised by licensed Singapore providers within 2 days before departure.
- On Arrival PCR Test
- 7-day quarantine at a designated facility. Swabbing on the 7th day
Singapore Travel Requirements: Travel Documents
- All travelers must use TraceTogether app
- PH Bureau of Immigration Declaration Form
- Valid-Visa (for Visa-required passengers)
- SG Arrival Card three (3) days prior to departure to Singapore
- For passengers whose COVID-19 test will be taken from any of PAL’s Partner Laboratories, please register to PAL Laboratory Partner e-CIF as early as 5 days before departure.

As per Government regulations, guests bound for Singapore must present printed copies of the following travel requirements upon check-in:
Singapore Travel Requirements For Fully Vaccinated Guests
- Proof of Full Vaccination showing a full course of a WHO-approved vaccine.
- For guests vaccinated in Singapore: Retrieve your vaccination status from Trace Together or from HealthHub; or obtain a Vaccination Acceptance Letter using the Vaccination Check Portal. You can also present a hard copy of your Vaccination Certificate issued by the Ministry of Health.
- For guests vaccinated outside Singapore: Use the Vaccination Check Portal to verify that your Digitally Verifiable Vaccination Certificate (DVC) is recognized by Singapore authorities. The VCP will issue a Vaccination Acceptance Letter if the verification is successful. If you don’t have a DVC, ensure that your Vaccination Certificate is in English (or accompanied by a notarized English translation) and it includes your name (per travel document), date of birth or passport number, country of vaccination, name of vaccine(s) administered, and vaccination dates.
- Note that CanSinoBIO has been added to the list of accepted COVID-19 vaccines for entry into Singapore. This is a one-dose regime. The vaccinated status will take effect 14 days after the dose is taken.

- Non-Malaysian Work Permit In-principle Approval holders Employed in the Construction, Marine Shipyard, and Process Sector (CMP worker)
- Long-Term Pass and in-principle approval (IPA) holders
- Foreigners without a Singapore Long-Term Pass
- Drivers of Foreign-Registered Vehicles Entering by land
- Arriving in Singapore from countries/ regions in Africa and Latin America with Yellow Fever Risk
- Fill out the Singapore Arrival Card up to three (3) days before arrival.
Fully vaccinated guests entering Singapore are not required to submit a pre-departure COVID-19 test.
Singapore Travel Requirements for guests who are not fully vaccinated
- Entry Approvals are not required for the following passenger types:
- Singapore Citizens
- Permanent Residents
- Long Term Pass Holders (including In-Principle Approval Holders) aged 13 to 17

- Note that children born in or after 2010 (i.e., aged 12 and below by year of birth) may enter Singapore without quarantine, testing, or entry approval.
- Negative RT-PCR from an internationally accredited or recognized medical facility / professionally administered Rapid Antigen test result, conducted within two (2) days before departure. This is required for all guests born before 2020 (i.e., above two years old).
- Self-administered ART may be accepted if remotely supervised by licensed Singapore providers and only for Singapore Citizens, Permanent Residents, and Long Term Pass holders.
- The pre-departure test must be written in English (or accompanied by a notarized English translation) with the traveler’s name, date of birth / Passport number, and it should reflect the date and the result of the COVID-19 test.
- This is not required for guests who tested positive for COVID-19 between 7 to 90 days before the date of departure for Singapore. Click here for guidelines and requirements for recently recovered travelers.
- Stay-Home Notice (SHN) Accommodation for at least 7 days – show proof of booking
- Fill out the Singapore Arrival Card up to three (3) days before arrival.

Singapore Travel Requirements per AirAsia Advisory
For Passengers bound for SINGAPORE
- Must present a Negative RT-PCR or Antigen test result from DOH-accredited laboratories taken within 48 hours prior to flight departure
- Registration to the Singapore Arrival Card (SGAC) with Electronic Health Declaration (eHDC) 3 days in advance before arrival
- PH Bureau of Immigration Decalaration Form
- Must observe 10-day Stay-Home Notice (SHN)
- Ministry of Manpower Approval Letter of Entry (ALE) – if applicable
- Registration to the TraceTogether or HealthBuddy app – if applicable
- Must observe 10-day Stay-Home Notice (SHN) and must undergo a COVID-19 PCR test before the end of SHN
- Take serology test at a Public Health Preparedness Clinic to confirm their vaccination status within 14 days of completing self-isolation
VACCINATED TRAVEL LANE (VTL Air) Effective March 4, 2022 Travel Eligibility Vaccination Status:
- Fully-vaccinated with COVID-19 vaccine in the World Health Organization’s Emergency Use Listing
- Must present an accepted proof of vaccination certificate issued in the Philippines (VaxCertPH) or any EU DCC and its equivalent
- Unvaccinated children aged 12 years and below are allowed to travel if accompanied by an eligible VTL traveler; Children above 2 years will be subject to COVID-19 testing protocols
- No exemptions for those medically ineligible for vaccinations
Travel History
- Spent the last 7 DAYS in any of the following countries/regions:
- Philippines (or other VTL countries)
- Singapore
- Category I country/region (Mainland China, Taiwan, Macao)
Pre-Departure
- Apply for a Vaccinated Travel Pass (VTP) online (may apply via https://eservices.ica.gov.sg/STO1/VTL between 3 and 60 days before the intended date of entry; accompanying children aged 12 and below and are unvaccinated do not need to apply)
- Pre-Departure COVID-19 Test (Negative RT-PCR or Antigen test result from DOH-accredited laboratories within 48 hours prior to flight departure; Travelers who qualify for the Vaccinated-Recovered Traveler Protocol are exempted from the pre-departure test)
- Travel insurance with a minimum coverage of S$30,000 against COVID-19 related medical charges
- Online SG Arrival Card (SGAC) and travel history declaration (up to 3 days before arriving in Singapore via https://eservices.ica.gov.sg/sgarrivalcard)
- Download and activate the TraceTogether mobile app on your mobile device
Airport Check-in
Documents needed:
- Vaccinated Travel Pass (VTP Air) for the specified period of entry
- Valid negative pre-departure RT-PCR or Antigen Test or Proof of Recovery (for recovered travelers)
- Valid passport (and valid visa for visa-required visitors)
- Acceptable proof of vaccination
Arrival
- Physical or electronic copy of travel insurance policy (for short-term visitors)
- On-Arrival Test (Supervised self-swab Antigen test within 24 hours from arrival from any Quick Test Center or Combined Test Center; Children aged 2 years and below do not require an on-arrival test; Travelers who qualify for the Vaccinated-Recovered Traveler Protocol are exempted from the on-arrival test)
Stay in Singapore
- Commute directly to your declared self-isolation accommodation using private transport, taxi, or private hire cars (e.g. Grab, Go-Jek, Ryde, MVL(TADA), via the respective providers’ apps)
- *Fully vaccinated recently-recovered travelers who are exempted from the on-arrival COVID-19 test do not need to undergo self-isolation. They may leave the airport via any means of transportation
- *Using public transport (e.g. trains or public buses) is prohibited for those required to undergo self-isolation
- *All travelers who took an on-arrival test must self-isolate at their declared accommodation until after they are notified / receive their negative COVID-19 test result (likely within 24 hours)
- Use the TraceTogether mobile app and present proof of vaccination if required by some activities
