COVID Singapore Travel Requirements

Singapore Travel Requirements per Philippine Airlines Advisory

Allowed Travelers*

  • Singapore Citizens and Permanent Residents
  • Spouse and children of Singapore Residents with permission to enter
  • Holders of Long-Term Visit pass or Student Pass with permission to enter
  • Holders of Short-Term Visit pass with permission to enter
  • Holders of a Work Pass

*Travelers seeking to enter Singapore will do so via a Safe Travel Lane arrangement, and the entry requirements and health controls of each Safe Travel Lane may differ depending on the traveler’s profile and travel history.

General Requirements

MEDICAL DOCUMENTS

  • Recognized Proof of Vaccination
  • Negative COVID-19 Test (RT-PCR or Antigen) Result from DOH-accredited laboratories, taken within 2 days before departure

TRAVEL DOCUMENTS

Additional travel requirements:

  • Registration to the TraceTogether or HealthBuddy app (if applicable)

Quarantine Requirements

  • All travelers must serve a 10-day Stay-at-Home Notice (SHN) in a suitable accommodation
  • Travelers must undergo a COVID-19 PCR test before the end of SHN
  • Take serology test at a Public Health Preparedness Clinic to confirm their vaccination status within 14 days of completing self-isolation.

Singapore Travel Requirements per Cebu Pacific Advisory

For guests flying from Manila to Singapore, please prepare the following documents to be accepted for flight:

For Singapore Citizens

  • Singapore Passport
  • Submission of SG Arrival Card e-services
  • Negative Antigen Rapid Test (ART) or PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • Payment and registration for COVID-19 Testing at Changi Airport

For Permanent Residents

  • Blue Identification Card
  • Valid Re-Entry Permit
  • Submission of SG Arrival Card e-services
  • Negative Antigen Rapid Test (ART) or PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • Payment and registration for COVID-19 Testing at Changi Airport

For Long Term Pass Holders

  • Green FIN Card
  • Approval Letter of Entry (ALE) / Safe Travel Pass / Letter of Invite from RGL Countries / Vaccinated Travel Pass
  • Submission of SG Arrival Card e-services
  • Negative Antigen Rapid Test (ART) or PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • Payment and registration for COVID-19 Testing at Changi Airport

For Short Term Pass Holders with Visa

  • Valid Visa – Possession of a valid visa alone does not guarantee entry into Singapore. All short term visitors must still seek prior approval via appropriate travel channels before they can enter Singapore.
  • Submission of SG Arrival Card e-services
  • Negative Antigen Rapid Test (ART) or PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • Payment and registration for COVID-19 Testing at Changi Airport

For Social Visitors – In Principal Approvals for Employment / Visit Pass / Student Pass (including IPA holders)

  • Approval Letter of Entry (ALE)
  • Those with MOM or MOE Approval Letter of Entry (ALE) are require to produce a valid COVID-19 Vaccination Certificate for PSAR approved or WHO EUL vaccines, unless exempted.
  • Submission of SG Arrival Card e-services
  • Negative Antigen Rapid Test (ART) or PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • Payment and registration for COVID-19 Testing at Changi Airport

For Social Visitors – Business / Essential / Official Travel

  • Approval Letter of Entry (ALE) / Safe Travel Pass
  • Submission of SG Arrival Card e-services
  • Negative Antigen Rapid Test (ART) or PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • Payment and registration for COVID-19 Testing at Changi Airport

For Social Visitors – General (i.e. Tourists)

  • Approval Letter of Entry (ALE) / Air Travel Pass / Vaccinated Travel Pass
  • Submission of SG Arrival Card e-services
  • Negative PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.

For Social Visitors – Medical Purpose

  • SIN MOH Waiver of Restriction
  • Submission of SG Arrival Card e-services
  • Negative PCR (swab) test, taken within forty-eight (48) hours before the flight. The test must be printed in English and should state the following:
    • Test Result
    • Date when the test was taken
    • A minimum of 2 identifiers as stated in the passport (i.e., name and date of birth). Handwritten identifiers are NOT accepted.
  • The following are exempted for Vaccination Certificate:
    • Children who are 8 years old and below
    • Those able to produce a Letter of Exemption
    • Those with ALE approved before August 10, 2021
  • Payment and registration for COVID-19 Testing at Changi Airport

All arriving guests, except for Singapore Citizens and Permanent Residents, with recent travel history (including transit) to Botswana, Eswatini, Lesotho, Mozambique, Namibia, South Africa, and Zimbabwe within the last fourteen (14) days before departure will not be allowed entry to Singapore.

Singapore Travel Requirements per AirAsia Advisory

For Passengers bound for SINGAPORE

  1. Must present a Negative RT-PCR test result taken within 48 hours prior to flight departure
  2. Required to undergo PCR Test upon arrival in Singapore
  3. Must observe 10-day Stay-Home Notice (SHN)
  4. Must take an Antigen Rapid Test on day 3 and 7 of SHN
  5. Must take a PCR Test on Day 10 of SHN
  6. Effective November 1, 2021, all Work Pass holders, Student’s Pass holders, their dependents, and holders of an In-Principle Approval (IPA) letter must be fully vaccinated upon entering Singapore
  7. Required to submit the Singapore Arrival Card (SGAC) with Electronic Health Declaration (eHDC) before arrival

For Passengers arriving in the Philippines

  1. All travelers should download the Traze Contact Tracing App.
  2. At least 3 days before departure, all travelers should register for the e-Health Declaration Card (e-HDC) through the Bureau of Quarantine’s OneHealthPass (OHP) Online Registration Form: https://www.onehealthpass.com.ph/e-HDC/
  3. All passengers shall present a negative RT-PCR test result taken within 72 hours prior to departure from their country of origin.
  4. Fully-vaccinated individuals with a negative RT-PCR test shall undergo facility-based quarantine until the release of negative test results.
    1. Must undergo RT-PCR test on the 5th day of the quarantine stay
    2. Must undergo home quarantine until 14th day from arrival
  5. Unvaccinated, partially vaccinated or individuals whose vaccination status cannot be independently validated, and those vaccinated but failed to comply with the test-before-travel requirements, shall undergo facility-based quarantine until the release of negative test results
    1. Must undergo RT-PCR test on the 7th day of the quarantine stay
    2. Must undergo home quarantine until the 14th day from arrival
